Pre-Feasibility Study Manager
Contract (Duration) - 12 Months
Roles & Responsibilities:

Leads the development of the pre-feasibility study for aluminium smelter expansion or new project opportunities.

Defines study objectives, scope, methodology, and deliverables in alignment with corporate strategy.

Establishes baseline technical, economic, environmental, and social data required for the study.

Coordinates with engineering, operations, finance, procurement, and EHS teams to gather inputs for the study

Ensures applicable international standards, codes, and best practices relevant to early stage project evaluation.

Oversees the development of preliminary design concepts, process flow diagrams, and high-level equipment lists.

Works with External Service Provider to prepare CAPEX & OPEX estimates, and financial projections.

Conducts risk assessment sessions to identify key project risks, uncertainties, and mitigation strategies.

Facilitates stakeholder engagement, including government authorities, technology providers, and potential partners.

Oversees consultants and contractors engaged for specialized studies (e.g., environmental baseline, market analysis).

Ensures integration of ESH, EHS, and regulatory compliance considerations into the study.

Prepares study presentations, and recommendations for Steering Committee and Executive Management.

Supports decision-making for moving the project forward to feasibility stage or revising scope.
Roles Requirements:
-
Degree in Engineering is a must. Project Management certificate is advantageous & 20+ years of experience in large industrial projects, with at least 12 years in aluminium smelter.

Strong knowledge of aluminium smelting processes (Reduction, carbon and Casthouse), electrical energy systems, and smelter raw material handling.

Experience in developing capital cost estimates, financial models, and economic evaluations.

Familiarity with project development stages (concept, pre-feasibility, feasibility, EPC/EBCM). Proficiency in financial modelling and financial evaluation.

Ability to coordinate multidisciplinary teams and manage external consultants. Strong analytical, reporting, and presentation skills for executive-level decision making.

Knowledge of international and Omani regulatory frameworks, permitting processes, and environmental standards is preferred.

Excellent communication and stakeholder management skills, including government and investor relations.
